Papua New Guinea and Bougainville leaders held talks on board a New Zealand ship, the Endeavour, off Kieta in mid-1990 which resulted in the Endeavour Accord. Amphibious assault ship USS America (LHA-6) and its embarked elements of the 31st Marine Expeditionary Unit (MEU) arrived in Bougainville, a region in Papua New Guinea.
